The president of the Casablanca municipal council and now ex-Minister of Health, Nabila Rmili, asked to devote herself to her duties as mayor of the metropolis and relieved herself of the health portfolio. What motivated this sudden decision?
The news had the effect of a bomb, the royal cabinet announced in a statement that Nabila Rmili, “asked to devote herself fully to her functions as President of the Council of the city of Casablanca. And this, after it realizes the workload of this representative mission, and the continuous monitoring of the affairs of its inhabitants and open sites ”.
He added that these projects could “impact the multiple commitments and daily monitoring required by the health sector, especially in this period of pandemic”. Thus, King Mohammed VI, appointed, on the proposal of the head of government, Aziz Akhannouch, the outgoing minister Khalid Aït Taleb who resumed his place a week after having left it.
The decision of the former Minister of Health comes in a very delicate context in which is the economic capital of Morocco and the most populous city in the country. The metropolis is experiencing a multitude of projects launched at the same time which have impacted the lives of the people of Casablanca.
The latter quickly let out their anger when they learned of the appointment of the mayor of their city as Minister of Health. On social networks, and groups dedicated to the city such as Save Casablanca, publications calling on Nadia Rmili to make a choice between the two mandates have accumulated and the critics too.
For the people of Casablanca, in view of the immense load of the function of president of the municipal council, it would be impossible to combine the two missions, even if the plurality of mandates is completely constitutional.
The city of Casablanca is in fact in the process of adding tram lines, the T3 and T4, which should link the districts of Sidi Othmane to Casa Port, and Hay Adi to the Parc de la Ligue Arabe, as well as two other lines of fast bus Casabusway in the districts of Lisasfa and Arrahma and Maârif.
The works that fall within the framework of the Casablanca Strategic Development Plan 2015-2025, are all launched simultaneously and occur with the start of the school year, synonymous with traffic jams and queues.
The inhabitants of the city have expressed their great dissatisfaction because of the hours spent stuck in traffic jams in the main avenues and boulevards of the metropolis, especially since currently traffic problems have started to affect even peripheral areas such as Dar Bouazza or Bouskoura.
In addition to the problems of the city of Casablanca, Nabila Rmili had before her other projects, this national faith, and of capital importance, including that of the generalization of social protection, in a context of health crisis of the coronavirus which is still relevant and which requires special attention.
And that, not to mention the major reform project of the health sector in Morocco, a file of the most complicated to implement and on which King Mohammed VI, insisted during his speech on the occasion of the opening of the legislative year.
“It (the government, editor’s note) is also incumbent on it to complete the major projects already launched, foremost among which is the generalization of social protection project to which We grant special concern”, declared the sovereign in his speech.
By insisting on the fact that the reform and the “upgrading” of the health system is a “major challenge” which should be done “in accordance with the best standards and in total synergy between the public and private sectors”, he said. underline.
Faced with all these sizeable stakes, and the royal speech which once again insisted on the importance of the health sector, Nabila Rmili had no other choice but to face the facts. It would have been extremely difficult for him to reconcile the two mandates.
Yet Ms Rmili knew what kind of workload awaited her when she agreed to take on the responsibility of Minister of Health. She was elected mayor of Casablanca on September 20 and appointed Minister of Health on October 7, almost a month apart.
It is therefore after having studied and thought carefully about the proposal of Minister of Health that she accepted this mission presented herself before the King to take up his functions, before operating this backpedal at the last minute and which would have allowed to appoint someone else in his place instead of reconnecting with Khalid Ait Taleb to save the day.
