The plan to improve the education system aims to make the profession more attractive

The government’s plan to improve the education system is an operational program aimed at making the teaching profession more attractive while improving quality, head of government Aziz Akhannouch said on Monday in Rabat.

Presiding over the signing ceremony of a framework agreement on the implementation of a training program for primary and secondary school teachers by 2025 between the Ministry of Higher Education, Scientific Research and Innovation, the Ministry of National Education, Preschool and Sports and the Ministry of Economy and Finance, Aziz Akhannouch said that from next year, a new generation of teachers will be formed.

He specified that this program aims, by 2026, to reach 80% of teachers awarded this system in classes.

This agreement was signed by the Minister of National Education, Preschool and Sports, Chakib Benmoussa, the Minister of Higher Education, Scientific Research and Innovation, Abdellatif Miraoui, and the Minister Delegate in charge of budget, Fouzi Lekjaa.

Spread over five years, the program to which the government has allocated more than 4 billion DH, aims to meet current and future needs for teachers of different specialties in the cycles of primary and secondary education and to make courses for the license in education a main way of accessing the teaching professions, through the increase in their reception capacity and the improvement of their attractiveness and their quality of training.

Regarding the implementation of this program, the Head of Government indicated, in a statement to the press, that from next year, a new generation of teachers will be trained for a period of three years with a view to obtain a bachelor’s degree, in addition to one year of professional training in the duty stations, and another additional one including paid training within the educational institutions.

He underlined that King Mohammed VI gave His High Instructions so that the implementation of the education reform focuses on the teacher, the student and the school, noting that today it is the implementation of one of the main foundations of this strategy; namely the teacher through a pedagogical system linked to training.

For his part, Chakib Benmoussa affirmed that this agreement essentially concerns the training of teachers, because of the intrinsic relationship between the quality of the school and the training of teachers, explaining that this agreement includes four axes relating to the architecture training in three areas, in this case the university through the degree in education, the regional centers for education and training professions and class internships within the school.

The second axis concerns the means of improving the quality of training, through supervision in the higher normal schools, the revision of the programs and the pedagogical aspect within the schools, he said, noting that the third concerns the improvement of the attractiveness of the sectors for the benefit of the students having the competences of access to these sectors, through incentives of which allowances to follow trainings within the teaching establishments.

The fourth axis aims to make these streams the main point of access to the teaching profession, which involves the increase from nearly 9,000 students currently to some 50,000 over the next five years, as well as monitoring and evaluation to ensure the quality of training.

Abdellatif Miraoui, for his part, indicated that for the first time it is a question of attracting skills among the baccalaureate holders to enable them to obtain a license in education and training, the aim being to prepare teachers who meet the international standards.

According to him, the program subject of the framework agreement intervenes on High Royal Orientations and in application of the framework law 51.17 relating to the system of education, training and scientific research, as well as in harmony with the strategic vision the Higher Council for Education, Training and Scientific Research, the government program and the New Development Model.

Emphasizing the importance of human capital, he maintained that student training programs have been reviewed in coordination with the Department of National Education to produce competent teachers who meet the requirements in the field.

During the signing ceremony, Fouzi Lekjaa stressed that education reform is a priority of the government program, noting that the component relating to the human element and teacher training is fundamental in this reform.

According to him, teacher training is one of the main axes of development of the education and training system.

And to conclude that the reform of the education and training sector will allow Morocco to achieve points of growth in several areas.
