The Council of Government, meeting Thursday by videoconference under the chairmanship of the head of government Aziz Akhannouch, adopted draft decree No. 2.21.624 implementing article 212 of the law on the civil aviation code.
Presented by Interior Minister Abdelouafi Laftit, this text is part of the efforts made by the public authorities to strengthen the Kingdom’s capacities in the fight against terrorism and cross-border organized crimes, as well as aims to respect the orientations and standards of the related international systems, indicated the Minister Delegate in charge of Relations with Parliament, Government Spokesperson, Mustapha Baitas, during a press briefing at the end of the Council.
In this regard, he specified that the Moroccan authorities have started the implementation of a project relating to the creation of a system for the prior processing of the data of passengers transiting through Moroccan airports (API/PNR).
The draft decree also relates to the application of Article 212 of Law 40.13 on the Civil Aviation Code promulgated by Dahir No. 1-16-61 of Chaabane 17, 1437 (May 24, 2016), which requires the air carrier to send public authorities API/PNR data relating to domestic and international commercial flights and to submit all flights to these procedures, he continued.
The project provides for the creation of the national center for the processing of information relating to passengers and air flights placed under the authority of the Director General of National Security, specified the Minister, adding that the center’s main missions will be the establishment and the management of a computer system suitable for the processing, analysis, exchange and preservation of the information that air carriers and those who operate aircraft send. It also sets the technical conditions and the means of ensuring access to this computer system and the sending of this information, while ensuring that it is applied.
