Staff costs exceed MAD 94 billion at the end of August

A report on human resources, accompanying the draft finance law (PLF) for the 2022 budget year, reveals that the execution of personnel costs over the first eight months of this year stood at nearly 94, 66 billion dirhams (MMDH).

It also emerges from the report published on the website of the Ministry of the Economy and Finance (MEF), that an amount of nearly 81.41 billion dirhams of these expenses was paid by the Directorate of Personnel Expenses (DDP). and 13.25 billion dirhams by the accountants of the General Treasury of the Kingdom (TGR) networks, i.e. an achievement rate of 67.7% compared to the forecasts of personal expenditure for the year 2021.

In addition, the report shows that with an achievement rate of nearly 98.23% compared to the forecasts of the Finance Law for the 2020 budget year, the personnel costs actually served for this year have increased. stabilized at around 133.5 billion dirhams, against 127.7 billion dirhams in 2019.

The staff expenditure execution rate “has improved markedly thanks to the rigorous efforts shown by the various authorizing officers during the programming and execution of this expenditure, with the support and accompaniment of the relevant departments of the ministry ”, underlines the report.

Regarding the regularizations made for advancement in grade and step in 2020, they mobilized respectively 1.304 billion dirhams and 492 million dirhams (MDH), or 40.6% and 15.3% of the overall amount of regularizations. operated by the DDP which required an envelope of 3.21 billion dirhams, indicates the report which specifies that this envelope represents 2.77% of all staff expenses served by the DDP in 2020.

The regularizations related to recruitment and reintegration operations required 265 million dirhams, against 551 million dirhams for the year 2019, i.e. a decrease of 519% resulting mainly from the postponement of certain promotions and recruitment competitions under the year 2020 and this, in accordance with the provisions of the Head of Government’s circular n ° 03/2020 dated March 25, 2020.

In addition, the report notes that in 2020, the statutory withholdings for income tax and social contributions reached 40.508 billion dirhams, or 8.911 billion dirhams and 31.597 billion dirhams respectively, which represents 34.98% of the expenditure of personnel served by the DDP.
