The speech of King Mohammed VI at the opening of the parliamentary session, had economic connotations but especially political for this new legislature which is being done under a new majority. At the center of his speech, the new development model for which he provided several details.
In his address to parliamentarians, new members of the government and more generally to Moroccans, the King did not fail to return to certain themes that have marked the kingdom’s policy in recent months, including the response strategy to the coronavirus pandemic. which allowed Morocco to emerge from the crisis with the slightest consequences.
On this aspect, the political scientist Abderrahim El Allam, believes that the information given by the Sovereign would be “a kind of response, signals addressed to the Algerian neighbor”. According to him, when the sovereign affirms that “Morocco has succeeded in ensuring self-sufficiency in a number of fields such as food, drugs and others”.
It would be a “reference to the food crisis in Algeria,” said the professor of political science at Cadi Ayyad University, in a statement to MoroccoLatestNews FR.
Regarding the political component, and which fits into this new context post-legislative elections of September 8, “the King spoke of the conditions under which the legislative elections were held, congratulated all the parties who ensured his unfolding and at the same time, he sent a message that says that there is no will to set aside any political party as what may have been said here and there. So he indicated that all parties are equal for him and that he has no preference or antipathy for any of them ”.
In terms of strategic orientations, the royal speech emphasized the need to work in “harmony” between Parliament and the government, as well as the implementation of major projects already launched by the kingdom, in addition new ones who must carry the action of the executive.
In this sense, the Parliament and the government were called “to create an economic development for the country especially that there are two essential projects, that of the social cover which must achieve a kind of solidarity and social justice and the New model of development “.
The New Development Model: Responsibility of Elected Officials
The King gave much of his speech to this great project, the New Development Model (NMD) which is innovative and whose essence is to breathe new life into the country by resolving its many dysfunctions.
“For the first time, there was a reference to the fact that this New model is not preconceived and ready for use”, noted the political scientist by analyzing the speech, considering that there was also an allusion to parties and personalities who have promoted speeches that Morocco will become a paradise after the implementation of the NMD.
The royal speech explains that the NMD is a compendium of reflections, ideas that should lead us towards an open economy, towards development, and it will fall to the authorities, Parliament, government, and elected councils the responsibility to use this model to improve the economic situation of Moroccans, “that’s the main idea,” says Mr. El Allam.
“The monarchical institution shows somewhat that through this NMD there has been an effort and an attempt to capitalize on ideas that may create a positive change for the develop but that it is not about a promise all made and ready. It is not an equation where 1 + 2 = 3, that is not the objective ”, from what emerges from the royal speech.
In addition to Morocco’s strategic orientations and priorities for the coming years, the King emphasized the notion of responsibility, synergy, complementarity, pooling of efforts in the implementation of major projects in the country. He called on elected officials to find them the necessary resources and funding, and made them face up to their responsibilities.
Within the framework of the NMD, Abderrahim El Allam specifies that “these are ideas which aim to help the political and economic elites to conceive and innovate” for the development of the country in general.
And to note that the composition of the government, which has at least 3 personalities from the Special Commission on the New Development Model that wrote the report, shows this interest in linking the program and government policy with the work of the special commission.
