For the doctor, researcher in policies and health systems and vice-president of the National Federation of Health, Tayeb Hamdi, health security requires building resilient health systems capable of resisting and adapting to different circumstances.
” To do this, we must prepare for all possible scenarios and prepare the population to face any health problem. “Said the health expert, in his speech at the symposium “Health Security in Morocco, Challenges after the Covid-19 Pandemic”, which was jointly organized, recently at the House of Councilors by the Temporary Thematic Working Group on Health Security and the Faculty of Legal, Economic and Social Sciences – Souissi. It addresses the issue of health security from different angles, between international crises and demands for reform, the right to health in Morocco and the issue of health financing.
For Dr. Tayeb Hamdi, the health of all peoples is a fundamental condition for world peace and security. He also calls for international cooperation so that all countries have the capacity to control all stages of the health supply chain. Indeed, the vice-president of the National Federation of Health specified that the world health regulations stipulate for the countries, to be able to achieve cooperation, it is imperative to provide information in the event of the appearance of diseases in the within their borders.
He notes in passing that it is the big Nations who take advantage of this to take all the necessary precautions, while“the so-called weak countries”do not benefit from this regulation, as was the case for vaccines and equipment for early detection. He called for a review of these regulations for global solidarity in the face of emerging diseases.
That said, the researcher defines health security as “it is the set of decisions, programs and actions aimed at protecting the population against all dangers and health risks considered to be beyond the control of individuals and therefore falling within the responsibility of public authorities“. He also pointed out “the impossibility of achieving 100% health sovereigntyand called on health professionals, politicians, legislators and authorities to work together in order to achieve the maximum level of security and health sovereignty.
The impossibility is all the more obvious with regard to the Covid-19 vaccine, “which includes one hundred direct components and five hundred components in general, all included in the vaccine production chain, which is not easy for a country to have in full“. But not only for the health policy and systems researcher, “the globalization of trade, climate change, modern technologies and urbanization and other factors also contribute to the emergence and spread of new risks and epidemics“. In this regard, Tayeb Hamdi urged the strengthening of production capacities and the use of pharmacological and non-pharmacological means of intervention (barrier measures), stressing the importance of community awareness and how to treat and confront disasters and epidemics.
Furthermore, he explained to MPs that there is a pandemic which appears every three years, in a period of thirty years, and will note however that they will not all have the impact of virulent viruses, Like Ebola or Zika. The vice-president of the National Federation of Health indicated that health security is part of strategic security, noting that “health insecurity itself is an existential threat and can lead to social or economic problems“. Tayeb Hamdi concluded by emphasizing the importance of legislation with regard to the steps that guarantee health security, and listed the monitoring, identification and assessment of problems, decision-making and evaluation of interventions. .
