The secretary general of the Party of Authenticity and Modernity (PAM), Abdellatif Ouahbi, did not let the opportunity pass, during the presentation on Monday, August 09 of his party’s program for the next five-year term, without criticizing the record of the chaired government by the PJD during the last two terms affirming, moreover, that his party is a few centimeters from victory in the legislative elections in September.
Ouahbi’s criticisms came as he was dissecting the reforms implemented since the 2011 Constitution, which gave more prerogatives to the prime minister by transforming it into a government chiefdom chaired by the party that was ranked first during the elections. legislative elections.
From his point of view, the policies pursued by the governments Benkirane and El Othmani were not based on a development program, but they opted for sectoral management policies devoid of a global conception.
The leader of the largest opposition party considered that “the governments which succeeded one another after the Constitution of 2011” have bent their backs in front of certain reforms imposed by the demands of globalization, without building them according to the particularities and constraints of the Moroccan reality ”.
Ouahbi, in this wake, described the results of the Benkirane and El Othmani governments as “disastrous at all levels”. He also took the opportunity to talk about the crisis caused by the spread of the coronavirus pandemic and strongly criticize the party chairing the government coalition.
“The Covid crisis has shown the depth of the imbalances in the Moroccan economy that persist” and that “the governments of Benkirane and El Othmani have been unable to curb”.
Ouahbi: “the State has always been the central force of proposal”
The Tractor leader said that the new development model prepared by the Special Royal Commission “comes at a turning point where there was a consensus among the various components of the nation on the need to make the big leap to progress and prosperity. “.
He thus underlined that the next electoral terms will be the occasion for the political parties to present programs, visions and solutions to the dilemmas of the Moroccan economy.
At a time when observers raise the question on the usefulness of the confrontation of economic programs during the next elections as long as the new development model defined by the state is applied, Ouahbi considered that the leadership of this public debate aimed at building a conception of the development model “has nothing negative contrary to what some believe”.
The presence of the State as a central and strong actor in the economy and politics in Morocco, “is a reality that stems from the particularity of the Moroccan people,” he said, noting that “the Moroccan State has always been the central force of proposal which embodies solutions and alternatives, and all social or political demands. “
Ouahbi affirmed that the solutions which Morocco needs “must be realistic, effective and deeply in adequacy with our historical particularity”, considering that “the will of reform in Morocco is strongly present since the independence and the beginning of the construction of the national state ”.
A program focused on the social sectors
On the other hand, WFP’s electoral program focused on basic social sectors, health, education and housing. The Tractor Party is committed to supporting the national plan for primary education, through the establishment of a network of educational sections over a period of five years, at the rate of nine thousand classes per year.
The party has also included among its commitments in education, “the rehabilitation of teaching women and men, financially and morally” as well as “the establishment of educational support for school students during their time. free, in order to give late pupils the opportunity to succeed in their school career ”.
In the health sector, the Authenticity and Modernity Party has announced that it will commit, if it leads the government during the next term, to improving the situation of health professionals, to setting up a reward system. based on performance in exchange for efficiency, and to delegate some of the missions of the public sector to the private sector, in order to better rationalize public investments in the health sector.
It is also committed to benefiting citizens benefiting from the Medical Assistance Plan (RAMED) or from the Social Coverage of private sector services on condition that the State pays the difference in the cost of the services.
The PAM leadership expressed its conviction that the party will be victorious in the next legislative elections. Abdellatif Ouahbi said party candidates “will do their best to achieve positive results”, adding that “the first place is close to us, and we are only a few inches from it, and we are only missing a little enthusiasm to achieve it ”.
