The Regional Academy of Education and Training (AREF) of the Oriental is in the process of finalizing an ambitious portfolio of projects to implement the provisions of framework law 51.17 aimed at reforming the education system and Training.
The recent holding of the regional coordination meeting on strategic projects for the activation of framework law 51.17, chaired by the Minister of National Education, Vocational Training, Higher Education and Scientific Research, Saaid Amzazi, provided an update on the progress made and the action program that AREF intends to carry out in this context for the period 2021-2023.
The projects planned for the next three years are of capital importance to promote the Moroccan school and capitalize on the achievements made, in particular a solid educational offer, despite the immensity of the region, and distinguished results during the examinations of the different levels of certification, noted the director of the AREF de l’Oriental, Mohamed Dib.
The regional action program should make it possible to promote the achievements and ensure their sustainability and ensure the integrated upgrading of schools, in order to be able to concentrate on the educational aspects and the quality of teaching, to fight more effectively against school dropout and strongly fit into the development dynamic of the Oriental region, he stressed during this meeting.
The portfolio of strategic projects for the region, comprising a total of 18 groups of projects, is divided into three components: equity and equal opportunities, promotion of the quality of education and training and governance. education system and mobilization.
In the first part, the promotion of preschool education constitutes an essential axis of the reform. The 2021-2023 regional program intends to register nearly 61,000 children to achieve a generalization rate of preschool of 74.5 pc, against 65.4 pc currently. For this, 450 new units will be built, so as to cover all public primary education establishments.
Regarding the expansion of the educational offer, this program provides for the creation of 11 primary schools, 13 colleges and 10 high schools, in addition to the completion of the construction of a community school and to expand schools with a total of 326 classrooms. additional courses.
The regional program also attaches great importance to the development of the social assistance system, with the creation of 16 new boarding schools to add to the existing 104, the distribution of scholarships to more than 20,000 beneficiaries, the deployment of the initiative. royale “One million school bags to reach nearly 300,000 students and school catering for 120,000 students, in addition to the expansion of the Tayssir program to support education for 154,000 beneficiaries.
Another important aspect of the reform consists of the promotion of inclusive education for the benefit of pupils with specific needs or in special circumstances. In this regard, the regional program 2021-2023 sets itself the objective of making 512 schools integrating establishments, while the number of establishments have accessibility for people with reduced mobility.
In terms of the integrated upgrading of education and training establishments, the AREF de l’Oriental, which has already declared three of its provincial directorates without prefabricated classes thanks to the elimination of 2,400 prefabricated rooms, intends get rid of all of this type of construction throughout the region by 2023, provided that the partners keep their commitments in this regard.
In this regard, 503 classrooms currently in prefabricated will be replaced by 2021, in addition to the rehabilitation and upgrading of 306 establishments and 30 boarding schools.
For the aspect of promoting the quality of education and training, the AREF de l’Oriental intends, like the other academies, to develop the educational model, renew the education and training professions. training, promote school life and school sports and strengthen the use of ICT, among other projects.
Particular interest is also given to the component of promoting the governance of the education and training system, in particular through the improvement of human resources management, the strengthening of mobilization around the Moroccan school and the development of the education and training information system.
It should be noted that a budget of approximately 1.64 billion dirhams (MMDH) is intended for the AREF of the Oriental for the implementation of the action program for the year 2021, of which more than 707 million dirhams (MDH) devoted to investment, against 313 MDH in management fees and 626 MDH in staff costs.
