Opposition groups in the House of Representatives criticized the lack of figures and clear indicators at the level of the government program presented on Monday by the head of government, Azz Akhannouch.
Intervening Wednesday during the plenary session devoted to the discussion of the content of the government program, these groups argued that the said program constitutes a simple declaration of intention which does not reveal either any execution mechanisms or an implementation schedule for the five coming years.
In this sense, the Popular Movement group considered that “the government program lacks innovation and sets priorities that are far from unheard of such as health, education, social coverage or the consolidation of the vocation social security ”.
Noting, however, that the program includes “timid references to sectors and public policies such as equipment, transport, water resources, digital transition, social and territorial disparities, energy transition, administrative reform as well as scientific research “, the MP Group notes that” it is neither more nor less than a declaration of good intentions and not a government program as stated in article 88 of the Constitution “.
For the Group, the program of the new government had to set quantified objectives according to a well-defined agenda, the achievement of which is based on convergence and coordination.
And therefore, he considered that the program presented by the new Executive is “without ambitions and in no way meets the expectations of the targeted populations, in particular Moroccans of the world and young people, just as it does not bring” any clear vision concerning foreign policy, culture, the environment, the upward revision of the housing offer, the moralization of public life, the fight against corruption or even the rent economy ”.
For its part, the Socialist Group considered that “the draft government program does not meet expectations and is not up to this new alternation”, adding that this program, “even if it attaches great importance to questions economic and social, remains below the historic moment marked by the launch of the operationalization of the development model ”.
While stressing “the importance of accelerating the implementation of constitutional provisions delayed for a decade”, he called for the urgent creation of the Authority for parity and the fight against all forms of discrimination and of the Council. consultative of youth and associative action, strengthening the missions of the Interministerial Delegation for Human Rights and renewing public and general policies related to the human rights system, as well as developing of a new national plan for democracy and human rights, within the framework of the same participatory approach that prevailed before.
In the same vein, the Progress and Socialism group considered that the government program, faithful to the royal orientations and to the objectives of the New Development Model (NMD)
While indicating that this program involves important choices, the group points out, however, that “the evaluation of the action of the new government will be made in the light of the results and the fulfillment of the promises inscribed under the sign of a social state ”.
On the health side, the Group underlined the need to capitalize on the success in countries in the management of the pandemic to complete the operation of generalization of medical and social coverage, a project which remains dependent on the transformation in the governance of the sector, the enhancement of the efforts of the human resources operating there and the radical review and improvement of the salary system for health personnel.
For its part, the grouping of Justice and Development, noted that the government program stands out for the absence of indicators and economic and social objectives that should be achieved during the mandate of this Executive.
The program did not mention the economic growth rates, the budget deficit, the volume of public investments, or the unemployment and inflation rates, highlighted the Groupement which observes the government program does not explain or the financing methods to be adopted, nor the manner to be followed in order to reduce the budget deficit.
