Nocturnal occupation of public space and delinquency go hand in hand

This paper finds its raison d’être in the problem raised by the nocturnal occupation of some public spaces by our young people (teens) in Morocco and in the city of Mohammedia in particular. The latter is reputed to be a very busy resort town, especially during this summer period when its volume doubles or even triples or even quadruples.

It is undeniable that in Mohammedia, but not that, some of the nocturnal occupations of public space pose a problem, because by force of circumstance and youthful enthusiasm, they lead to disturbing noise pollution, a feeling of insecurity, to deviant behavior (nocturnal depredations, waste, etc.), in short, the whole panoply of petty crime and sometimes even a little more.

Embarrassing for the residents who only have eyes left to mourn their sleepless night. Because it is clear that this often juvenile and nocturnal delinquency in the public space, overflows, sometimes beyond the night, until the first light of day, or even more. This raises questions about parental responsibility as well.

Under other skies and other places, as under ours moreover, measures have accordingly been put in place to remedy this, by texts, constitutional, legislative, or executive decrees, as is the case currently with the state of health emergency and its special measures. As soon as the Legislation is applied, whether they are preventive in nature or in the field of public safety or repressive, they have this corrective aspect towards the negative representation of a nightlife for our young people. It is also a question of valuing their occupation, as it is also true that in certain districts of our cities there is a flagrant lack of offer in terms of nightlife for our young people.

It is obvious that this scarcity of nightlife places forces them to consume by default outdoors or in inappropriate places, thus trampling on the freedom of others. On the other hand, taken from all angles, political action vis-à-vis nightlife towards this category of the population tends to be above all repressive and not educational or preventive, whereas it is due to issues not only political, but social and cultural.

That said, whether in Rabat, Madrid, Paris, London or elsewhere, the action of the public authorities on security must be oriented essentially, if not naturally, towards residential comfort, to which notions of philosophy are readily added. of life such as “public tranquility” or a “peaceful environment”.

These two notions, let it be said, all the same refer to a public space exempt from the nuisances that limit residential comfort and where a visibility of bad morals, let’s say, the consumption of alcohol or the sale of drugs appear there as so many offenses to public peace.

These residential values ​​are to be included in all public spaces in order to promote pleasant interactions between city dwellers and an environment where young people will have their place. Risk and insecurity will thus be ruled out because the security dimension is linked to the environment and the quality of life of local residents where tranquillity, cleanliness and friendliness must become the benchmarks for public action in these spaces.

Maybe it’s wandering off in dreams. Also, to come back to reality, in Morocco the various policies implemented, whether at the communal (municipal) level or that of the public authorities, have never translated a real desire for action in public spaces to modify them. negative pregnancies and limiting certain behaviors likely to reduce their feeling of security and their residential comfort.

Physically, the streets, roads, alleys riddled with potholes to remain politically correct, left to the vagaries of time, even preventing recourse to intervention as soon as the emergency announced to reduce delinquent and uncivil acts to a minimum. , as well as certain annoying behaviors and other nuisances especially in these times when “Achoura” obliges, the backfire led staccato, will be in full swing.

Morally it is short, the local resident is abandoned to his fate by the public authorities and other elected officials. If we have insisted so much on incivilities, it is to testify to the importance of not only acting on criminal acts, but on nuisances, on acts likely to irritate or spread a feeling of insecurity. to the residents of the city of Mohammedia and elsewhere in Morocco who experience it fully during this summer and vacation period.
