The Government Council on Thursday adopted Bill N° 57.23 relating to the approval of decree-law N° 2.23.870 of October 4, 2023 (Rabii I 18, 1445 AH), creating the High Atlas Development Agency.
Presented by Minister delegate for Relations with Parliament and government spokesman, Mustapha Baitas, on behalf of Minister Delegate to the Minister of Economy and finance, in charge of the Budget, Faouzi Lekjaa, the bill intervenes in accordance with the provisions of article 81 of the Constitution that stipulates in its first paragraph that “during the inter-sessional period, the Government may, in agreement with the relevant committees of both Houses, issue decree-laws, which shall be submitted for ratification by Parliament during its next ordinary session”.
At a press briefing following the Council’s meeting, Baitas recalled that the government promulgated on October 4, 2023 (Rabii I 18, 1445 H), after the agreement of the two committees concerned in the House of Representatives and to the House of Councilors, a decree-law creating the High Atlas Development Agency and published it in the Official Bulletin No. 7236 (October 5, 2023).
This bill, he stressed, aims to complete the procedure stipulated by the Constitution, in particular article 81, by submitting the aforementioned decree-law to Parliament for approval.
