The House of Representatives voted by a majority for Bill 66.19 amending and supplementing Law 2.00 relating to copyright and related rights, brought by the Minister of Culture and Communication, Mehdi Bensaid. The government official also presented a new draft law n° 25.19 relating to the Moroccan office of authors’ rights and neighboring rights.
As part of the efforts made by the Ministry of Culture and Communication to raise the copyright and neighboring rights sector, and in application of the reform program underlined by accompanying the technological developments and technical advances that has known the field of intellectual property at the national and international level, it has become essential to revise and update the law relating to the protection of literary and cultural intellectual property in our country, indicates a joint press release from the Ministry of Culture and the Moroccan copyright office.
This reform, continues the same source, will make it possible to meet the expectations of creators and professionals in the sector at the national level, as well as all the actors at the international level by conforming it with the requirements of international conventions and so that it can follow the development what the industry is experiencing.
In this sense, and after its adoption in the parliamentary committee at the beginning of March 2022, the House of Representatives voted by a majority, Monday, April 11, the bill 66.19 modifying and supplementing the law 2.00 relating to copyright and related rights .
In its note dated Thursday, April 14, the Ministry of Culture explains that this bill thus includes several important provisions which concern the areas of protection of copyright and related rights in the digital environment, the protection the digital exploitation of musical, audiovisual and visual works, the resale right which relates to the material rights of visual artists resulting from the resale of their original works and finally the rights of photo-reproduction which concerns the authors of printed works .
The Minister of Culture, Mehdi Bensaid, also submitted, on Monday April 11, to the Education, Culture and Communication Committee of the House of Representatives a new bill n ° 25.19 relating to the Moroccan office of authors’ rights and neighboring rights, and which aims to introduce drastic reforms for the management of this office as a collective management body, by applying the principles of good governance.
This bill, which will be discussed soon, includes 41 articles that define the tasks, functions and management mechanisms of the office, explains the ministry in its note, noting that this bill comes in continuity with the reform plan of the sector. , to guarantee a more effective management of the rights of authors and neighbors in our country.
