First in Morocco, a detainee defends his doctoral thesis in legal sciences

This is a first in Morocco. Khalid Solhi, research student at the Al Arjat 2 penitentiary center in Salé, defended his thesis to obtain a doctorate in legal sciences around the theme ” Criminal proceedings before international tribunals and the issue of compensation for victims of judge crimes “.

This event was marked by the presence of several university professors from different faculties of legal, economic and social sciences, under the chairmanship of the Dean of the Faculty of Legal Sciences of Agdal-Rabat, informs the General Delegation to the prison administration and reintegration (DGAPR) in a press release sent to Hespress Fr.

In a summary, Khalid Solhi explains that his thesis provides a cross-look at the criminal procedure adopted by the various international courts that have succeeded in time and space. It sheds light on the intricacies of the international criminal trial as well as the procedural techniques adopted by the various international tribunals (from IMTs to the ICC) with regard to victims of crimes against humanity and violations of IHL and IHL, explains the doctoral student, noting that the place of victims in international judicial bodies has been the subject of much controversy.

“ Over time, the victim has acquired a very solid place and today has a considerable role in criminal proceedings, mainly before the ICC. The Rome Statute granted a more humanitarian place to the victim and even a recourse to reparation. Of course, participation differs depending on the Status of the Victim (situation or case) He said in his summary.

Nevertheless, KS continues, they both converge towards a mode of reparation as set out by article 75 of the Rome Statute, noting that the examination of the measures adopted, through concrete cases carried out before the ICC, relates the difficulties encountered by victims either during their participation in the trial or during the assessment of the damage suffered and the type of compensation to be granted. Although efforts are being made by the ICC, KS believes that, in the context of violations of human dignity, it remains difficult to achieve fair and just reparation for victims.

In 2019, Khalid Solhi received a Certificate of Appreciation for his participation in the reintegration programs of the DGAPR and for good behavior. He also participated in the same year in the 7th Autumn University edition on the social protection of detainees at the local prison of Beni Mellal as well as at the 6th edition of the Spring University on the image of the prison and reintegration into the central prison of Kénitra.

In addition to obtaining a Doctorate in management science, in 2021, from the Faculty of Legal Sciences Agdal-Rabat, Khalid Solhi also has a diploma (2014) in legal sciences French section at the Faculty of Legal, Economic and social Agdal-Rabat, as well as a License in Legal Sciences French section; At the Faculty of Legal, Economic and Social Sciences Mohammedia (2006).
