The Head of Government, Saad Dine El Otmani chaired, Monday in Rabat, the 4th meeting of the National Commission for monitoring and accompanying the reform of the education, training and scientific research system.
This meeting was devoted to the Commission’s action report including the establishment of the legislative and organizational plan and the implementation of the framework law projects for the reform of the education, training and research system. science and dashboard layouts.
Speaking at the opening of this meeting, Saad Dine El Otmani emphasized the context in which this Commission is held, marked in particular by the examination before parliament of the government balance sheet, where the education and training system and scientific research occupies a prominent place, said a press release from the Head of Government’s Department.
The Moroccan school, he said, is at the center of the components of the general report of the Special Commission on the Development Model (CSMD), which was presented to King Mohammed VI, in perfect harmony with the requirements. of the strategic vision for reform of the education, training and scientific research system 2015-2030.
This meeting, continued Saad Dine El Otmani, also comes almost two years from the entry into force of framework law No. 51.17, which required the acceleration of the completion of several projects and the continuation of the same. mobilization in the service of the education and training system as well as the preparation under good conditions for the next school and university year.
The Head of Government recalled in this regard the priority given to the legislative work by putting in place governance structures stipulated by the framework law, including the adoption of the decree establishing the National Council for Scientific Research, the decree regulating the distance education as well as the preparation and examination of a number of legal and legislative texts relating to the implementation of the provisions of the said law.
In this sense, he praised the fruitful participatory work between the government and all of its partners in this project, headed by the Higher Council for Education, Training and Scientific Research.
He also noted that the government ensures support for the practical measures of projects that government departments, each according to their skills, have worked to translate into facts after their presentation to the Commission during the two previous meetings.
Saad Dine El Otmani wished to thank all the government departments concerned, the thematic commissions and the permanent secretariat of the Commission, for their continuous work in order to accelerate the implementation of major reform projects.
The Head of Government affirmed that the Kingdom now has a well-defined roadmap which reassures as to the right path of the reform package and this, for the first time, thanks to a comprehensive legislative and organizational plan for the implementation of the provisions of the framework law.
In this regard, he considered it necessary to work towards the installation of the bodies created by virtue of the approved texts, starting with the National Council for Scientific Research, and accelerate the presentation of the decree establishing the Standing Committee on Programs to the Council. government for adoption and submit the law regulating higher education to the approval procedure, so that these bodies, as soon as they are installed and their working structures and mechanisms are put in place, can prepare the documents and reference guides provided by law, as contractual reference frameworks for the implementation, evaluation and improvement of the quality of the system.
The chief executive finally underlined that the framework law for the reform of the education, training and scientific research system made a break with the “logic of reforms and reform of reforms” because this Commission, with its organizational structures, constitutes the institutional guarantee of this continuity, taking into account the projects that will be studied there, the decisions that it will render and the structures and pillars that it will build.
During this meeting, the members of the Commission followed and discussed a presentation by the Minister of National Education, Vocational Training, Higher Education and Scientific Research, spokesperson for the government, in which he reviewed the action report of the National Commission and the competent permanent committees, the interim report on the implementation of the legislative and organizational plan for the application of the provisions of the law, and the methodology for the establishment of projects of the framework law at the level of management, monitoring, mobilization, as well as the activation of the components of the dashboard through contracts with government departments.
This meeting took place in the presence of the Minister of National Education, Vocational Training, Higher Education and Scientific Research, Government Spokesman, the Minister of National Land Use Planning, town planning, housing and city policy, the Minister of Employment and Professional Integration and the Minister Delegate in charge of higher education and scientific research.
