The National Committee for the Execution of UN Security Council Sanctions, which monitors and assesses the threat posed by organizations classified as terrorist groups, IS, Al-Qaeda… as well as institutions , associated individuals and entities recently sent a letter to the President of the Security Council.
This letter, prepared by the Analytical Support and Sanctions Monitoring Team, reports on Morocco’s efforts in the fight against terrorist organizations. The document, dated February 3, claims that “ Moroccan authorities are concerned about the unexpected nature of the threat posed by the Islamic State and Al-Qaeda, despite the successes they have achieved in the fight against terrorism, which regularly leads to the repression of terrorist activities”.
The letter specified that 3 IS cells were dismantled between June and October. Among them is the Errachidia cell, whose organization was wiped out on September 14 and which included seven individuals planning attacks on government targets. . During this same period, a number of people (lone wolves) acting alone were arrested after being inspired by the ideology of extremism, according to this same message. Morocco tirelessly pursues its efforts to fight terrorism and ISIS extremism and has the broad capacity to launch preemptive strikes against terrorist cells and to dismantle them. At the same time, the document continues, the Kingdom has the ability and the competence to launch reconciliation programs.
One of these programs, precisely, aims at the intellectual rehabilitation of detainees in cases of terrorism, which results in the amnesty of a certain number of them and their reintegration into society. A report from the Ministry of the Interior, presented by Abdellouafi Laftit during the discussion of the finance bill for the year 2022 before the House of Representatives, indicated that the preventive strikes carried out by security interests contributed to the failure of a group of criminal projects and terrorist operations, and he also managed to dismantle a number of cells before carrying out his operations. According to the Minister of Interior, 3 cells were dismantled and 15 members were arrested in 2021, and 7 cells were dismantled in 2020, believed to be linked to ISIS.
This helped thwart terrorist plans aimed at undermining the Kingdom’s security and destabilizing it. In the same report it is stated that their members planned to target security and military installations, as well as employees working in public establishments and administrations. They planned to tackle it using lone wolf methods (individual terrorism, Intoxication, physical liquidation…). The stated objective for some of them is to join terrorist camps in the Sahel region in order to carry out combat operations.
Last October at the UN, Morocco condemned terrorism in all its forms and manifestations because the Kingdom believed that there could be no justification for this crime. ” Terrorism constitutes a serious threat to international peace and security, endangers the stability of countries and undermines the sovereignty, territorial integrity and national unity of Member States of the United Nations “. Morocco then reiterated its full commitment to the fight against terrorism and violent extremism.
In June 2021, Nasser Bourita, Minister of Foreign Affairs, African Cooperation and Moroccans Rresiding abroad and Mr. Vladimir Voronkov, Under-Secretary-General of the United Nations Office against Terrorism (UNOCT), had inaugurated in Rabat, the Office of the United Nations Program for the fight against terrorism and training in Africa . Morocco has invested in developing and implementing targeted programs for African countries, aimed primarily at capacity building and the development of skills in the field of counterterrorism, particularly in terms of security, investigations and prosecution, prison and border management, disengagement, rehabilitation and reintegration.
