The Ministers of Industry and Trade, Ryad Mezzour, of Health and Social Protection, Khalid Ait Taleb, the President of the Moroccan Association of Health Groups (AMGS), Mohamed Elmandjra, and the President of the Medical Cluster (CM), Said Benhajjou, on Tuesday signed a memorandum of understanding relating to the development of industrialization and local sourcing of medical devices and health products.
This agreement was signed on the sidelines of a meeting organized at the headquarters of the Ministry of Industry and Trade to highlight the products produced by the medical cluster which has more than 40 members combining ministerial departments, industry, universities and experts.
It follows a first agreement signed in September 2021 between the Ministry of Industry and Trade, the medical cluster and the Mohammed VI University of Health Sciences (UM6SS) which allowed the local production of medical devices, in particular pedestal tables. , serum brackets, ambulatory chairs and swabs for PCR test, acquired by the Cheikh Khalifa International University Hospital in Casablanca.
Speaking on this occasion, Ryad Mezzour indicated that with this partnership, ” We are capitalizing on Morocco’s industrial achievements and on the resilience, innovation and agility demonstrated by operators during the health crisis by demonstrating their ability to manufacture products and equipment with international standards in record time and to unbeatable prices. It is a recognition that we owe to Moroccan skills and an encouragement to develop their initiatives and talents in this field ”.
The industrial and health sovereignty of the Kingdom through the promotion of “Made in Morocco”, particularly in sectors that have become strategic during the health crisis, is one of the priorities assigned by the government, in application of royal instructions, he said. added.
And to emphasize that ” the ministry works to promote local manufacturing as a lever for industrial revival, job creation and exports. The medical devices sector offers significant potential for substitution, due to its dependence on imports for 90% of the sector’s turnover. Thanks to this medical cluster, the local manufacture of medical devices is becoming an industrial force in the Kingdom ”.
For his part, Khalid Ait Taleb, noted that his department, ” in accordance with royal guidelines, and within the framework of its National Pharmaceutical Policy, considers Moroccan industrialization in the field of drugs and health products and more particularly medical devices, a national priority allowing Morocco its sovereignty in this high-level sector. technology ”.
“We provide local industrial establishments with all the institutional expertise, human and technical potential qualified to support them”, he said, noting that “This national strategy to encourage national innovation in the field of health product technology will meet the increasingly growing national need for these products, guarantee the availability and accessibility of care for the entire population , promote the national economy, create employment and protect the sector from all illicit circuits of circulation of health products within the territory ”.
Under the terms of the memorandum of understanding, the Ministry of Industry and Trade will put its investment support programs at the service of supporting the promoters of innovative projects in the field of industrial and intellectual property protection, as well as than industrial companies capable of addressing national and international markets for medical devices and health products not yet covered by local production.
It will also work to facilitate contact with local manufacturers able to meet national and international needs in this area and strengthen collaboration with the Ministry of Health and Social Protection and the parties concerned with a view to the development of Moroccan standards. adapted.
For its part, the Ministry of Health and Social Protection will support the “Made in Morocco” manufacturing of medical devices and health products in compliance with the regulatory and normative requirements in force.
It will thus consolidate its collaboration with the Moroccan Institute for Standardization (Imanor) for Parapharmaceutical products and Medico-technical articles and will proceed to the approval of Technical Centers and independent public or private laboratories for the performance of tests and controls of the compliance of medical devices and health products. It also undertakes, among other things, to simplify procedures and digitize the activities of the registration of medical devices and locally manufactured health products.
As for the AMGS, it undertakes to provide the medical cluster and the carriers of innovation projects with the infrastructures under its members for carrying out analyzes and tests on innovative medical devices. The association will encourage its members to use locally manufactured medical devices and health products and will set up an annual plan for local purchases in this area with for each product / material the volume, as well as the technical specifications meeting the requirements of its members.
For its part, the CM will support project leaders capable of meeting the needs of the local market in the field of medical devices and health products. It will also ensure a wide communication with its members on the national production potential in this field and will identify those able to meet the needs for medical devices and health products according to the requirements in terms of quality and price.
