The Head of Government, Aziz Akhannouch, clarified, before the House of Councilors on Tuesday, during the monthly plenary session under the theme “The Charter of administrative decentralization and the bet on spatial and social justice”, that his government has implemented strategies for health, education, tourism and territorial development.
This is part of the context of many important reforms related to the modes of organization and implementation of State interventions, which require the continuous renewal of the approaches and mechanisms adopted in the field of governance and territorial development. .
The Head of Government that this program to reduce spatial and social disparities is one of the most promising partnerships between the State and the authorities. It offers fertile ground for “activating common specializations between the State and the authorities, such as: generalizing the supply of drinking water and electricity, opening up and rehabilitating the rural world in the fields of health, infrastructure and equipment. As well as certain specializations specific to the authorities, in particular those related to the construction, improvement and maintenance of unclassified roads.
These new measures taken by the government to accelerate the development of advanced regionalization will be accompanied by increases in financial resources delegated by the government sectors. Aziz Akhannouch, indicated that the government sectors will commit to delegating a significant percentage of their financial resources over the next few years, which amounts to no less than 30% of the sector budget to the decentralized departments, while it was not than 6% previously.
According to the Head of Government, this will allow “more productive territorial investments and contribute to ensuring equity and social and territorial justice in development interventions. On the other hand, it will contribute to the emergence of a new social contract in which all stakeholders, including economic actors, institutions, local authorities, external departments of ministries and citizens, are involved, in the goal of overcoming obstacles to development resulting from previous experiences“, assured Aziz Akhannouch.
The Boss of the Executive considers that advanced regionalization and administrative decentralization represent workshops to which it is essential to devote local democracy, modernize state structures, promote sustainable development, proximity policy and adopt a new approach in the implementation of public policies that ensure the reduction of spatial and territorial disparities between the regions of the Kingdom.
The decentralization adopted by the government requires the establishment of legal and administrative mechanisms, material conditions, and the successful establishment of territorial management bodies. These are the conditions the Executive strives to provide. Also the adoption of a new policy based on the territorial dimension of “economic and social” development processes. The Head of Government stressed that the acceleration of the pace of implementation of decentralization workshops will allow an increase in territorial productive investment, and will contribute to guaranteeing equity and social and spatial justice.
Aziz Akhannouch added that at the end of 2022, 9,499 projects had been carried out in territorial municipalities in rural areas, including 8,207 infrastructure projects and 1,292 acquisitions of mobile vehicles (ambulances, mobile units, school buses, and medical and school equipment). . The works of 6,535 projects were completed at the end of 2022. According to the press release from the Head of Government, these projects relate to the construction and maintenance of more than 18,300 kilometers of roads and tracks, as well as the construction and maintenance of 165 technical installations, more than 745 infrastructures for the health sector, and 2,743 infrastructures for the education sector.
It goes without saying that major government concerns have not been left out, such as the supply of drinking water, which has also resulted in the completion and maintenance of 655 drinking water networks, as well as individual or mixed connection or by fountains through 25,236 operations, in addition to the electrification of more than 967 roundabouts, as well as the provision of infrastructure with 631 and 109 consecutive operations in the health and education, in addition to the acquisition of 759 ambulances and mobile medical units, as well as 886 school transport vehicles.
