The two new decrees of application of Law 04-12 on agricultural aggregation relating to the methods of approval and granting of subsidies to aggregation projects, have just been published in the Official Bulletin n ° 6990 of May 27. 2021.
In consultation with the various structures concerned of the Department of Agriculture, these two new decrees were prepared by the Agency for Agricultural Development, on the basis of the recommendations of the national seminar on agricultural aggregation organized in 2018 in Marrakech and which was chaired by the Minister of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, Aziz Akhannouch.
Prior to this event, the Agency for Agricultural Development had launched extensive consultations with all stakeholders in the agricultural sector, in particular the inter-professional organizations of all agricultural sectors, the Chambers of Agriculture, as well as the economic operators concerned. of the agricultural sector.
These consultations made it possible to highlight the strengths and areas for improvement required. An important step that made it possible to identify not only the keys to the success of projects already undertaken within the framework of the Green Morocco Plan, but also to identify all the points likely to slow down the implementation of new aggregation projects in the different agricultural sectors.
Essentially aimed at simplifying and making the procedures for approving aggregation projects and granting state subsidies linked to aggregation more flexible, these new changes relate in particular to the revision of eligibility criteria and standards, ” integration of new aggregation models and new sectors and the establishment of a preferential rate for subsidies granted to breeding equipment in the same way as for hydro-agricultural development and agricultural equipment.
This new regulatory mechanism will allow the implementation of new generation agricultural aggregation projects as part of the new strategy “ Generation Green 2020-2030 »Which foresees at the level of its first foundation relating to the prioritization of the human element the launch of a new generation of agricultural organizations through in particular the swarming of new models of organization, agricultural cooperatives and agricultural aggregation combining economic and social value.
In this sense, the State plans to launch a new generation of innovative aggregation projects which will play the role of regional and national hubs for the transfer of new technologies to farmers, particularly in digital agriculture and which take into account, before and during their implementation, the specificities of each agricultural sector (sector, aggregator, producers, markets, type of valuation, etc.).
It should be remembered that the agricultural aggregation introduced by the Green Morocco Plan is considered to be the keystone of national agriculture, making it possible to bypass the difficulties linked to the size of farms. It allows aggregates to take advantage of modern techniques of production, financing and access to internal and external markets. For their part, the aggregators ensure the supply of their agro-industrial units with quality products, with guaranteed traceability, all this, within the framework of a win-win partnership for both parties.
