A first version should be ready for July (MEN)

Things are happening right now in the national education sector. The education family is impatiently awaiting the first version of the unified statute for all civil servants in the sector. The two parties, namely the government and the most representative trade unions in the sector (CDT, FDT, UMT and UGTM), began some time ago the actual drafting of the draft statute for employees of the Ministry of National Education by formulating its chapters and clauses in practice. Where are we in this preparation, knowing that the statute was to see the light of day well before the end of this year?

Contacted about this by MoroccoLatestNews UKa responsible source within the Ministry of National Education told us that ” the technical committee, which brings together the most representative trade unions in the sector and signatories of the agreement of January 14, 2023, as well as the Ministry of National Education, are currently working on the methods of implementing the new unified status of the teaching profession , the principles of which were validated during the agreement of 14 January“.

Moreover, ” meetings are held every week, with an important investment and sense of responsibility to keep commitments made to teachers and citizens. A first version should be ready for July “, clarified our source.

Furthermore, the National Federation of Education (FNE) is no longer one of the most representative trade unions and therefore no longer participates in sectoral dialogue or in the development of the unified status of civil servants in the sector. The FNE believes it has been sidelined following its refusal to sign the January 14 agreement.

The FNE expressed its adherence to the preliminary agreement of January 18, 2022, signed between the government and the unions, believing in the need to move things forward and interact with positive initiatives in the hope of bringing employees out of the sector of this impasse. But, unfortunately, a year after this agreement, 90% of the agreed points have not been implemented “says Abdellah Ghmimat, secretary general of the FNE.

After discussions that lasted nearly a year, without however deciding on the problems of the sector, yet another agreement was signed, that of January 14, 2023. According to our interlocutor, the points of contention were thus submitted during the first meeting. with the Minister of Education, Chakib Benmoussa.

But the MEN stuck to its guns, emphasizes Abdellah Ghmimat, “ despite the catastrophic situation experienced by employees in the sector, and the need to improve their working conditions, but also their social conditions “.

At the beginning, the unions clung to the common positions disseminated by the Syndicate Coordination, while the MEN stuck to its position. But in the end, there are those who chose to sign the January 14 agreement, others who did not. We were among the unions that did not sign or attend the meeting, as we were only invited the day before the meeting at 10:30 p.m. Based on the fact that the role of the unions has been underestimated, we have therefore decided to boycott the meeting”the trade unionist tells us.

In addition, the secretary general of the FNE specifies that the agreement of January 14 does not even include the increase in wages promised by the government, and which was one of the key demands of employees in the sector, given the current context. crisis marked by rising prices and inflation. According to him, other sectors have benefited from this increase.

Asked about the position of the FNE, which considers that it was excluded from the drafting of the unified statute, although it won the elections hands down and therefore represents a large category of civil servants in the sector, our source within the Ministry of National Education estimated that it is “ normal that the implementation of the unified statute is discussed and worked out with those which validated its principles, namely the most representative trade unions signatories of the agreement of January 14r”.

The ministry is not closed to contradiction or disagreement, on the contrary, they (dlr social partners) have their space for expression within the technical committee “, pointed out our source, noting that” if the position of the FNE concerning the agreement of January 14 evolves, they are welcome within the technical committee for the practical implementation of the principles of the unified status set out in the said agreement “.
