King Mohammed VI on Saturday evening addressed a speech to the nation on the occasion of the 46th anniversary of the Green March.
Here is the full text of the Royal Discourse:
“Praise be to God, Prayer and salvation to the Prophet, His family and His companions.
Dear people,
It is with immense pride that we commemorate the forty-sixth anniversary of the Green March today.
This glorious epic is celebrated in a context marked by many achievements and multiple challenges.
Indeed, our national cause is now part of an unstoppable positive dynamic.
In fact, the Moroccan character of the Sahara is a truth as perennial as it is immutable; it suffers, therefore, no dispute first, because the legitimacy of our Cause is validated by the annals of history, then because such is the deep wish and the ardent wish of the Sahrawi population finally because he international recognition confirms it.
Dear people,
With the help and blessing of God, we have made progress in recent months, with calm and serenity, in the action taken to defend our Sahara.
In this regard, we must salute Our Royal Armed Forces who, on November 13, 2020, restored the free movement of people and goods at the Guerguerat crossing point, linking the two brother countries, Morocco and Mauritania.
This firm peaceful action put an end to the provocations and aggressions which Morocco had already signaled to the international community to be serious for the security and stability of the region.
In such a constructive way, We appreciate the growth and amplification of the concrete support enjoyed by our Just Cause.
In this regard, the sovereign decision of the United States of America to recognize the full and entire sovereignty of Morocco over its Sahara is a matter of pride for Us.
It is the natural corollary of the constant support of previous American administrations and the illustration of their constructive contribution to the process of settling the question of the Sahara.
This orientation confirms the irreversible nature of the political process underway: it is dedicated to putting in place a definitive solution based on the Autonomy Initiative, under Moroccan sovereignty.
In addition, the decision of more than twenty-four countries to open a consulate in Laâyoune or Dakhla confirms the broad support enjoyed by the Moroccan position, especially within the Arab-African environment of our country.
It is undoubtedly the best legal and diplomatic response to those who claim that the recognition of the Moroccan character of the Sahara does not have frank and concrete visibility on the ground.
Today, we have every reason to expect our partners to formulate much more daring and clearer positions on the subject of the territorial integrity of the Kingdom.
Such positions will help to strengthen the ongoing political process, to support efforts to reach a workable final solution.
Dear people,
For Morocco, its Sahara is not to be negotiated. Today as in the past, the Moroccan character of the Sahara will never be on the agenda of any negotiation.
In fact, if we enter into negotiations, it is mainly to achieve a peaceful settlement of this artificial regional conflict.
On this basis, We reaffirm Morocco’s commitment to the political process led by the UN.
We also reiterate our commitment to the search for a peaceful solution, for the maintenance of the ceasefire and the pursuit of coordination and cooperation with MINURSO, within the strict limits of the powers assigned to it. .
In this regard, We renew to His Excellency the Secretary General of the United Nations, Mr. António Guterres and his personal envoy, our full support for his efforts to relaunch the political process as soon as possible.
In this regard, we insist on the need to comply with the parameters defined by successive Security Council resolutions since 2007 and which have been enshrined in the meetings held in Geneva, under the aegis of the United Nations.
Dear people,
The positive developments in the Sahara affair also reinforce the sustained development dynamic in our southern provinces.
Indeed, these are experiencing a general boom, illustrated by the development of infrastructures and the realization of economic and social projects.
Thanks to these projects, the regions of the Sahara have now become a space open to development opportunities and a platform conducive to national and foreign investment.
Thank God, we have good faith international partners in the region who, with clarity and transparency, invest alongside the national private sector and thereby contribute to the well-being of the population.
In this regard, We would like to express Our consideration to the countries and groups which are linked to Morocco by conventions and partnerships and for which our southern provinces constitute an integral part of the national territory.
On the other hand, to those who display vague or ambivalent positions, We declare that Morocco will not engage with them in any economic or commercial approach that would exclude the Moroccan Sahara.
Furthermore, we consider that the democratically, freely and responsibly elected councils in the provinces and regions of the Sahara are the true legitimate representatives of the local population.
Our wish is that these councils be a driving force for the implementation of advanced regionalization, given its vocation to offer real development prospects and to promote real political participation.
Dear people,
Keystone of the national unity of the Kingdom, the question of the Sahara is the Cause which unites all Moroccans.
Consequently, it is up to each one, according to his position and his status, to remain mobilized and vigilant in order to defend the national unity and the territorial integrity of the country, to consolidate the achievements accomplished in our southern provinces, in political matters. and in terms of development.
It is the best pledge of fidelity to the eternal oath of the Green March, to the immaculate memory of its craftsman, Our Venerable Father, the late His Majesty King Hassan II, may God have His soul, as well as to the valiant martyrs of the Country.
It is also the occasion for Us to address to the five peoples of the Maghreb, Our most sincere wishes of unity and stability, progress and prosperity.
To conclude, We pay a vibrant tribute and express Our consideration to the Royal Armed Forces, the Royal Gendarmerie, the National Security, the Auxiliary Forces, the Territorial Administration and the Civil Protection, all components combined, for their constant mobilization. , under Our command, to defend national unity and preserve the security and stability of the country.
Wassalamou alaikoum warahmatoullahi wabarakatouh ”.
