The Congress of Local and Regional Authorities of the Council of Europe, which observed the conduct of the 8 September ballot, praised the “transparency” and “order” of the voting day for the general elections in Morocco.
While the kingdom has taken the gamble of organizing triple elections on the same day during the coronavirus pandemic, and during a third phase of the increase in covid-19, the congressional delegation made up of 9 members positively welcomed this ballot which took place under optimal conditions.
“Four congressional teams were able to observe, in two Moroccan regions, an election day which took place in calm, order and transparency, with the exception of some procedural inconsistencies, in particular when the offices were closed. vote and counting ”, noted the European observers in the final communiqué underlining their remarks.
And to explain that this happened because it was the first time that elections at national and territorial level were held on the same day, “which posed challenges to both voters and the electoral administration, mainly due to the lack of clear guidelines regarding electoral procedures ”.
“The Congress delegation welcomes the increased representation of women in elected bodies, both at regional and municipal level and at all levels of government”, they added, without failing to stress that for the example of the elections in 2015, the participation of women was “slightly” higher than in 2021.
The observers had prepared in advance for their mission in Morocco on September 2 and 3 through remote preparatory meetings. Their team was made up of members of the Venice Commission, and knew the participation of different European countries including Norway, Denmark, Slovenia, Germany. They were also supported by Professor Tania Groppi, member of the Group of Independent Experts on the European Charter of Local Self-Government.
The observers who came after Morocco was granted the status of “Partner for local democracy” in 2019, will soon present a more detailed report containing practical recommendations to the Congress in plenary session.
